A+ rule: WSU uses a 4.0 plus/minus scale topping out at A=4.0 (no A+); A-=3.7, B+=3.3, B=3.0, down through the plus/minus ladder, F=0.
Failing grade: Washington State University uses "F" for a failing grade (0.0).
