(2) The official HEC equivalence table, used for HEC-attested equivalence certificates, is a piecewise band: 3.63–4.00 → 90–100%; 3.25–3.62 → 80–89%; 2.88–3.24 → 70–79%; 2.50–2.87 → 60–69%; 1.80–2.49 → 50–59%; 1.00–1.79 → 40–49%. The two can disagree (e.g. 3.50 is 87.5% by ×25 but falls in the 80–89% band officially).
