Tirupati adopted the JNTUK-lineage template with light localisation (AK23, 27 sections, an MP grade, a badly displaced §12). Kadapa adopted the same template with almost NO localisation. Three campuses, three codes, three documents, one constant — convergence on the APSCHE model, not inheritance. It could not have been assumed: twelve colleges in this sweep use −0.75. || KADAPA'S COPY IS THE LEAST LOCALISED TEMPLATE ADOPTION IN THE ENTIRE REGISTRY.
