Ordinance 14 EXPLICITLY SUPERSEDES the earlier Re-Revised Ordinance 31 (2015), which had only defined CGPA-based division thresholds (Distinction ≥8.0, First ≥6.5, Second ≥5.0, Pass ≥4.0) without a stated CGPA→% formula; the 2017 ordinance added the explicit ×10 conversion.
