The '+5' makes the formula return the midpoint of each grade's marks band (e.g. grade A = grade point 8 = 80–89% → 85%), which is why it is described as empirical/approximate. Because the scale maxes at 9, a CGPA above 9 is not possible and plain ×10 does not apply.
