Why this is an estimate, not an official figure

A college issues your percentage from your actual CGPA, not the other way around — so reversing the formula recovers the CGPA that would produce that percentage. When both numbers appear on your grade card, always quote the official CGPA rather than this estimate.

Source & verification

Mahatma Gandhi Chitrakoot Gramodaya Vishwavidyalaya — Regulations, Regulation No. 19 'Credit System Regulations and Award of Grades', cl. 16(c): 'The percentage of marks earned in a subject shall be divided by 10 and expressed correct to one decimal point. This shall be the grade point (GP) obtained by a student in a particular paper/practical. The credit calculation will be based on 10-point scale. Thus if student obtains 37% marks in a particular subject, his grade point (in 10 point scale) will be 3.7.' Cl. 16(f): the CGPA is corrected to the second decimal place and OGPA to one decimal place; cl. 16(g): 'Award of degree and Division shall be based on the OGPA scored by the student.'

DERIVED, not stated as a conversion sentence: the grade point is the subject percentage ÷ 10, so the credit-weighted OGPA × 10 is the credit-weighted percentage (to the one-decimal rounding of OGPA).
