BVEC's own About page states it is 'affiliated to Assam Science and Technolgy University' [sic]; it describes itself as 'A Govt. of Assam Institution, approved by AICTE'. No autonomy is claimed anywhere on bvec.ac.in and BVEC publishes no CGPA-conversion rule of its own, so ASTU's rule (CGPA x 10) applies. Students should cite ASTU's notification.
